JOHANNESBURG, South Africa (AFP): Ousted Haitian president Jean Bertrand Aristide, exiled in South Africa, will this week receive a doctorate in African Languages in a ceremony attended by President Thabo Mbeki.
The priest, who became Haiti's first democratically-elected leader, has been a guest of the South African government since fleeing an uprising in the Caribbean nation in February 2004.
Shortly after making his home in South Africa, Aristide was appointed an honorary research fellow at the University of South Africa (UNISA) in Pretoria.
The populist ruler, who failed to win the approval of Haiti's middle and upper classes during his two stints as president, has qualifications in theology, philosophy and psychology obtained at universities in Haiti and Rome.
"He will receive his doctorate in African Languages," UNISA spokesman Abe Mokoka told AFP.
Spokesman in the presidency David Hlabane, confirmed that Mbeki would be attending the graduation ceremony on Wednesday evening.
Opposition parties in South Africa have questioned the state's decision to house Aristide on taxpayer's money.
Foreign Minister Nkosazana Dlamini-Zuma told parliament last year the government was covering the costs of the stay of Aristide, his family, staff and entourage, which were "similar to the cost normally incurred for a South African cabinet minister."
She said conditions such as stability and an assurance of the former president's safety were not yet in place for him to return to Haiti.
Aristide, 52, has long maintained that he was forced to step down under pressure from the United States and France and had urged the African Union to take up his claims that he was victim of a coup.

KINGSTOWN, St Vincent: St Vincent and the Grenadines' Prime Minister, Dr Ralph Gonsalves is now resting comfortably in a Cuban hospital after undergoing foot surgery.
Dr Gonsalves said he is "feeling fine" and is expected to remain in the hospital for another week. The surgery was to be performed Monday, but Dr Gonsalves said it was brought forward. He did not say why.
Acting Prime Minister, Sir Louis Straker, said the surgery became necessary, following Dr Gonsalves' last visit to Cuba when it was discovered he had a problem in one of his legs.
Dr. Gonsalves was flown to Cuba after he was involved in a vehicular accident on April 9, 2007.
Dr. Gonsalves was on his way into Kingstown from North Windward, when a truck driven by Gideon 'Junior' Huggins hit the vehicle he was in. Sergeant Zaccheus Parris, the driver of Dr. Gonsalves' vehicle, received a fracture to his neck and shoulder.He is also in Cuba with Dr. Gonsalves and was visited by Fidel Castro's personal orthopedic surgeon, while in hospital.
When he is released from the hospital, Dr Gonsalves says it will be about three weeks before his walking gets back to normal. The PM also says he has been placed on a strict diet "in an effort to lose some weight." The accident also caused the dislocation of two of Dr Gonsalves' front teeth and he is to do remedial surgery this Saturday to bring them back in line.
Despite daily hardships, Cubans live longer on average than most in the hemisphere. “Fidel: 80 More Years,” proclaim the good wishes still hanging on storefront and balcony banners moths after Cubans celebrated their leader’s 80th birthday.
Fidel Castro may be ailing, but he is a living example of something Cubans take pride in – an average life expectancy roughly similar to that of the United States.
They ascribe it to free medical care, mild climate, and a low-stress Caribbean lifestyle, which they believe make up for the hardships and shortages they suffer.
“Sometimes you have all you want to eat and sometimes you don’t” said Raquel Naring, a 70 year-old retired gas station attendant. “But there are not elderly people sleeping on the street like other places.
Cuba’s average life expectancy is 77,08 years – second in Latin America after Puerto Rico and more than 11 years above the world average, according to the 2007 CIA World Fact Book.
It says Cuban life expectancy is 77.08 years for men and 79.43 years for women, compared with 75.15 and 80.97 respectively for Americans.
Most Cubans live rent-free, and food electricity and transportation are heavily subsidized. But the island can still be a tough place to grow old. Homes that were luxurious before Castro’s 1959 revolution are now falling apart, and many cramped apartments contain three generations of family members. Food, water and medicine shortage are chronic.
But most prescription drugs and visits to the doctor are free, and physicians encourage preventive care.
“There is a family doctor on almost every block”, said Luis Tache, 90 and blind from glaucoma but still chatty and up on the news.
Tache lived in New York for six straight summers starting in 1945, paying $8.00 a month for a furnished apartment at 116th Street and Broadway. An English teacher, he retired 30 years ago.
Sitting in a rocking chair in his breezy living room in Havana’s Playa district, Tache said Cuban communism “is both good and bad”, while the high cost of living in capitalist societies “must be very stressful.”
A relaxed lifestyle, which prizes time spent with family over careers, helps keep Cubans healthy, Tache said.
“It’s bad for production, bad for the nation”, he said. “But it’s good for the people”.
The government runs residence halls for seniors with no family to care for them, though space is severly limited. Community groups make sure older people look after one another.
“It’s a very happy society. There are not so many worries and problems and that helps”, said Alida Gil, 57, leader of a community group in Old Havana known as “Circle of Grandmothers 2000”.
Shortly after 8 a.m. every weekday, Gil leads two dozen elderly women through 40 minutes of calisthenics on the windowless, water damaged ground floor of a state-owned building adorned with photos of Castro and his brother, Raul.
Raul Castro, 75, took over in July after Fidel underwent intestinal surgery. Officials offer increasingly upbeat reports about his progress, but his condition and ailment remain state secrets.
One of Fidel Castro’s personal physicians, Dr. Eugenio Selman, in 2003 helped launch the “120 Years Club,” an organization of more than 5,000 seniors – many 100 or older – from several countries including the United States. They hope to reach the 120-year mark through healthy diets, exercise and a positive outlook.
Selman has not spoken publicly since Castro fell ill, but had previously suggested the president could live to 120.
Gerardo de la Llera, who still practices medicine at 77, is the club’s vice president. He said the oldest member was a 122-year-old woman who lives in the eastern Cuban province of Granma, but he did not know her name or her birth date. Cuba ha a history of claiming very old citizens whose ages have not been authenticated.
The government says it wants Cuba to become the world leader in life expectancy, vying with the 82-year average for Japan and Singapore.

Carl Fombrun has been swimming for 30 years and dancing for 60 years, and he has no plans to quit. ''My health is excellent for my age,'' he says. ``I reverse the numbers and say I'm 47.''
In the water: I don't like swimming, but I know it's good for me. It's when I do my meditation. I learned that from Mrs. Kennedy. She used to swim every morning, lived to be 104.
Dancing shoes: I started in high school and never stopped. I do it less than I did when I was 20. I was very influenced by Haitian music, the Dominican merengue, then Latin music and American jazz. My favorites: merengue when I was younger, Latin in my middle ages, then jazz and now slow Latin music, with something fast every once in a while.
Walking shoes: I walk on days I don't swim, sometimes up to 45 minutes, sometimes 20 minutes.
Time to eat: In the morning I like an English muffin with olive oil on top, a cup of coffee and some fruit. My main meal is lunch. My wife, Gladys, is a gourmet cook. She cooks everything -- Haitian, Chinese, Latin. My favorites are rice and beans with turkey leg and a salad. At night, I have a light meal.
Guilty pleasure: I used to smoke. I quit 26 years ago. I like to have a good scotch when I go out, maybe a glass of wine with lunch.
Social activist: I'm overwhelmed with invitations because I have a newsletter I write, I speak on the radio every Sunday and I do a TV show (visit www.fombrun.com for times, dates). For 20 years I wrote for Haitian newspapers; five years ago I discovered the Internet. I've met Bill Clinton and Sen. Nelson. I'm getting older and the traffic in Miami is scary. I tell people they have to provide transportation when they want me to attend an event.
Mental health: Sometimes I can't remember people's names. I don't want to hurt their feelings so I say I'm getting Alzheimer's.

Permettez-moi d' ajouter ces pensées à votre exposé sur Francois Duvalier.
Francois Duvalier fait partie de ces morts qui refusent de mourir parce
que l'acte de décès n'a pas été encore rédigé. Le procès des sbires,
acolytes et sycophantes se fait attendre et par la condamne la Nation
Haïtienne à la réédition, version “Fanmi” mafieuse ou...pire.
Après la défaite de l' Axe en Allemagne et le subséquent départ
d’Adolphe Hitler vers l' Enfer ( lui aussi va avoir cent ans cette année ),
le procès de Nuremberg avait permit à l'Europe et ses alliés de tourner la
page du Nazisme. Tel n' a pas été le cas en Haiti, la ou l'héritier
physique et les acolytes intellectuels du Duvalierisme sont en train de la
couler à la douce une retraite spectaculairement posée.
A l'heure ou
l’Amérique Latine ose juger les tyrans de l’Argentine, du Chili, Haiti préfère
la fascination de l' horreur et la longue descente dans les ténèbres de
l'Histoire.
De ce fait, Haiti est condamnée à être hantée par les fantômes des
victimes assoiffées de justice et par les ricanements aigus des bourreaux
incapables de dormir, étant toujours présents sur les lieux des crimes,
narguant la conscience collective.
Francois Duvalier représente le laid et le mal chez nous. Notre
décadence présente est le sous produit de ses actes criminels. Par manque
de courage, Haiti préfère brader à la poudre de l'escampette les acquis de
1804. C'est triste de constater deux cent années d'espoir et de lutte
succomber dans la merde des cinquante dernières années de haine raciale et
de destructions institutionelles. Le petit Martiniquais a fait du bon
travail pour la métropole et c'est normal que ses progénitures soient
retournés au bercail.
Francois Duvalier mérite un enterrement digne de ses labeurs. C' est
dans la renaissance d' une Haiti qui mange un repas par jour, libre des
mendicités qui caractérisèrent le régime des Duvalier, le "couie" a la
main, alphabétisée et non enterrée dans les ténèbres de l'ignorance que
finalement nous pourrons chasser les futurs fossoyeurs de la République,
dont Francois Duvalier s'est fait le prototype modèle.

Il est plus qu'évident que Saint-Marc a des atouts
pour être la plus grande ville de l'Artibonite.

J'écris le titre ci-dessus sur la base de plusieurs critères objectifs :
Saint-Marc a l'avantage sur Gonaïves d'être plus près de Port-au-Prince ( à 100 Km ) , plus près donc du seul Aéroport International encore valable d'Haiti .
Le relief de Saint-Marc protège davantage cette ville que les Gonaïves aux terres basses et marécageuses , assez coûteuses à traiter et à protéger ( plus facilement inondables ) .
Les sols de soubassement à Saint-Marc sont plus fermes et plus résistants
Le drainage à Saint-Marc peut être assez facile à garantir du fait du relief de cette ville
Les Plages de Saint-Marc et de Montrouis font de ces 2 communes des stations balnéaires naturelles et potentiellement bien côtées . La mer des Gonaïves ne se prête pas tout de suite à de telles activités ..
Saint-Marc dispose d'un petit port qui peut être modernisé et agrandi . On pourrait aussi trouver un emplacement pour une petite aviation locale à Saint-Marc .
Des Saint-Marcois ou Saint-Marcoises parmi nous pourraient nous dire si Saint-Marc est bien desservi par le courant électrique , et aujourd'hui , si la Téléphonie fonctionne bien à Saint-Marc ( avec le reste du monde ) .
Quel est le plus haut niveau d'études classiques ou professionnelles que l'on peut faire en ce moment à Saint-Marc en l'an 2007 ?
Comment est l'emploi à Saint-Marc ? A-t-on des usines ou des factories à Saint-Marc ?
De quoi vivent au jour le jour les habitants de Saint-Marc ? Font-ils la pêche ?
Le maïs moulu de Saint-Marc , est-il toujours fameux dans toutes les cuisines d'Haiti de l'an 2007 ?
Est-ce que la Famille Paultre produit toujours du mamba et des confitures et gelées commerciaux ?
Je connais des Ingénieurs de Saint-Marc qui auraient pu beaucoup à la modernisation de cette ville : Franky Paultre, Ernest Paultre, Pierre Philippe Jean et d'autres .
Nous avons la base pour un beau pays sur nos 27750 km2 : c'est de l'argent qui nous manque pour développer-moderniser Haiti, le désir, la volonté , la résolution et la détermination collective aussi ou d'abord .

La ville de Saint-Marc vient de fêter ses 312 ans de fondation.
« 312 ans pour un nouveau départ » est le thème retenu cette année par les autorités locales pour célébrer le 25 avril prochain l'anniversaire de fondation de la ville côtière de Saint-Marc.
En début de semaine, les premiers pèlerins avaient commencé à se masser aux abords de la paroisse catholique pour donner le ton à la patronale. A côté des soirées dansantes, la mairie a avait toute une panoplie de programmes pour marquer la fête.
« On veut donner une autre couleur à la patronale », a fait savoir Baunars Charles, maire titulaire de la commune. Il a annoncé la tenue de conférences-débats sur l’histoire et l’évolution de la ville. Un championnat de football devrait aussi réunir plusieurs institutions de la cité.
M. Charles, qui fait appel à la collaboration de ses mandants, a confirmé avoir reçu une enveloppe du ministère de l’Intérieur ainsi que le support de plusieurs entreprises de la place pour organiser les festivités.
Pour certains observateurs, le maire titulaire et son assesseur Archile Janvier devraient profiter de la patronale pour enterrer la hache de guerre. Un conflit d’autorité serait à la base de cette mésentente, selon une source digne de foi. Plusieurs habitants de la cité se questionnent d’autre part sur la vraie mission de ce cartel en fonction depuis seulement deux mois.
La mairie ne dispose même pas d’une benne à ordures, un particulier se chargeant de leur ramassage. La ville fait face à de graves problèmes d’assainissement, les marchés et stations de tap-tap occupent presque toutes les rues.
Le traditionnel te deum eut lieu le jour-j en la paroisse locale, mais les mélomanes « grands dépenseurs » se sont taillés la part du lion dans cette cité de Nissage Saget très réputée pour sa vie nocturne.

Una vez mas,Fidel Castro esta a punto de ocupar la butaca presidencial de Cuba vinciendo de nuevo la adversidad.
Yo no soy comunista,pero admiro la tenacidad de su caracter y el amor tan suyo que profesa por su pais.
Cincuenta anos bajo la constante amenaza de los politicos norteamericanos y un embargo totalmente inmoral no fueron suficientes para hundir a Cuba pues Castro supo como ensenar al pueblo Cubano la manera digna de sobrevivir con los recursos limitados,y aun asi,eradicar el analfabetismo y proporcionar al pueblo un sistema de salubridad mediante a un sin numero de medicos muy calificado.
Si en verdad,el alto mando de la camara Cubanoamericana hubiera sentido en su corazon el dolor que pretende padecer por los Cubanos de la Isla,entonces hubiesen pedido al gobierno de Bush de parar de inmediato aquel embargo injusto.
Pero,se requiere patriotismo y cojones, y eso, no lo tienen.

I am not a Communist, but I admire the tenacity of his character and the love, so much his, that he professes for his country.
50 years under the constant threat of North american politicians and a totally immoral embargo were not enough to crush Cuba, and Castro knew how to teach the Cuban people the dignified way of surviving, with limited means, and still eradicate illiteracy and give the people a health care system in proportion of qualified medical doctors.
If really, the high command of the Cuban-americans felt in their heart the pain that they pretend to have for the Cubans in the island, they would then ask the Bush administration to cease immediately this unjust embargo.
But, this requires patriotism and guts, and these, they do not have.
