HAITI, THE INTERNATIONAL SCAPEGOAT!

On April 20, 1990, some three hundred thousand Haitians and their American and Caribbean friends marched from Brooklyn to City Hall and Battery Park through the Brooklyn Bridge in a frenzy that is still felt today with the recall of the memory.
Some twenty years ago, the US Food and Drug Administration Service, as well as the Centers for Disease Control (CDC), listed the Haitian people as suis generis carriers of the AIDS virus. This ill-conceived classification angered the Haitian Community in the United States to the bone. I was at that time, Assistant Dean of Students at the City College of the City University of New York. I called in a group of Haitian student leaders, they included Gilbert Hyppolite, Mario Jean, and Mildred Trouillot “Aristide”.
We planned together a strategy to organize a march to demonstrate against that ruling. The movement was taken over by the larger community. The rest was history.
The CDC retreated from that classification the same evening, advising the world that some Americans, like some Haitians or Jamaicans or Trinidadians might be the victims of a virus that can be contacted when sexual relations occurred with a person who was already an AIDS carrier.
Some twenty years later, Dr Michael Worobey of Arizona State University and Dr Arthur Pichenik came with a new twist to the old story. Patient zero, the first AIDS carrier might have been a Haitian resident, who had acquired the virus in the Congo, Africa.
This so called scientific finding appears on its face without foundation.
These empirical and anecdotal observations will illuminate the readers.
During the 1960s, the United Nations contracted a legion of Haitian professionals including doctors, teachers and lawyers to contribute to the nation building process in Congo after its independence from Belgium. When the United Nations contract expired some few years later, those Haitian professionals went to the province of Quebec in Canada to repeat the pioneering engagement of education and development.
In a recent book ”Those Québecois who came from Haiti,“ edited by Samuel Pierre (International Press Polytechnique, 2007), the story, the life and the contribution of those heroes are narrated in a collection of tributes “for those who are an inspiration for the citizens of the world who believe in the future possibility of a happy society for all”. This quotation by Jean Charest, the Prime Minister of Quebec, sets apart the men and women that Québec cannot forget neither in name, nor in heart, not in actions. Who they are, what they did is an eloquent example of engagement and determination!
Now at the age of retreat, those pioneers, healthy and wealthy are enjoying a well deserved retirement in Boca Raton, Florida or in Port au Prince, Haiti with a fat retiree check emanated from two continents. Yet the good American professors Worobey and Pichenik have chosen, to use the term of Dr. Paul Farmer of Harvard University to malign and slender on a base of a grand claim those missionaries of civilization. Quoting Luc Montaigne, the Thomas Edison of AIDS research, this finding is without foundation. The Haitians who came to Québec from Africa had no signs of the AIDS virus.
I will add that the Haitian ethos patterned after the French culture is inhospitable to any group of people who are disease carriers. The grapevine and the rumor would have done its best to contribute to the shunning of those individuals. There is no scintilla of evidence that even a minority of those who came back from Congo was dying en masse of the AIDS virus.
On the other side, I know personally of a prominent activist American who died around 1973, with the symptoms that are now attributed to AIDS. He was fond of women, and he traveled often to Africa, the rumor then; there was a strange disease that could be contacted by those who are too prolific with the other sex.
In Haiti, with the help of good doctors and institutions like Dr J.W. Pape of Cornell University, Dr. Paul Farmer of Harvard University as well as Doctors without Borders, the country has been cited in international conference on AIDS as a pioneer in the fight and the containment of the disease. From a peak of 6% in 2002, the AIDS population has been reduced to 2% in 2006 in Haiti.
In addition, the New York City Health and Hospital Corporation would have crumbled in a few weeks but the devotion and the professionalism of a hundred Haitian doctors and thousands of Haitian nurses who contribute day in and day out, representing the largest contingent of black professionals in the city hospitals.
We are expecting that Michael Worobey and his colleagues will follow the path of Dr. William Darrow who repudiated his own study of the theory of the 4 H (homosexuals, hemophiliacs, heroin addicts, Haitians). In the meantime, the harm has been spread throughout.
Haiti, the pioneer of black emancipation has to endure from time to time, the scourge of those who resent the fact that this black nation has disturbed and dismantled the world order of slavery. This gallant nation shall continue its mission of making this world a better one for all.
Like the Jews, despised by some but respected for the great universities, the zoos, the museums, the philharmonics orchestras and the cultural institutions they have sponsored wherever they have passed through, the Haitian people will have to content themselves with this God principle: To those of you I have trusted the task of illuminating this world, I did not promise an easy life on this earth.

À partir du jeudi 29 novembre jusqu’au lundi 17 décembre 2007 je ne serai trouvable ni sur l’internet, ni au téléphone. J’apporte avec moi deux livres de chevet: BÂTISSEURS DU LENDEMAIN du Dr. Ludovic Comeau de DePaul University, Illinois et CONSERVATIVES WITHOUT CONSCIENCE par John W. Dean, qui fut un assistant à la Maison Blanche du président américain Richard M. Nixon.
Ton absence pendant les semaines que tu viens de mentionner va laisser un grand vide parmi tes adhérents et moi particulièrement. Le COIN DE CARL est ma raison de vivre, et je serai dans l'impossibilité de te lire, il faudrait bien chercher une autre alternative. " Faute de grives on mange de merles". Te souviens-tu des vers de Lamartine" ? UN SEUL ÊTRE VOUS MANQUE ET TOUT EST DEPEUPLÉ". Ces quelques jours de congé te sont nécessaires pour te reposer l'esprit, te ressourcer et te replonger pour le bon travail que tu fais et que nous tous admirions bien. Hier j'eus le temps de me brancher sur le COIN DE CARL pour
m'informer des actualités politico-littéraires que ton BLOG présente toujours avec
clarté.
J'ai lu avec plaisir certains commentaires, et tout particulièrement,
celui de Louis-Ferdinand Schmid de Hambourg, Allemagne me suggérant de pardonner tous ceux qui, à l'époque de mon retour d'exil, faisaient le vide autour de moi. J'admire le ton de son
conseil bienveillant et je lui en suis reconnaissant, mais, n'ayant jamais considéré leur silence
comme un méfait, étant de nature indulgente, je ne saurais jamais associer un
pardon à une colère non-existante; un peu de pitié, peut-être. Hélas ! Le temps a fait
son oeuvre.
En ce qui concerne certaines anecdotes vécues durant la campagne
électorale de 1957, soyez patient car Carl-Henri et moi avons en préparation un
livre, FAITS ET LÉGENDES, projeté pour 2009. M. Schmid dit ne pas me connaître, alors mon cher Carl, je lui tends la main tout en lui disant que je prends plaisir à faire sa connaissance.
Par ailleurs, mon cher Carl, je désire saluer Camille Loty Malebranche par ton intermédiaire, et le complimenter pour sa verve et sa facon spectaculaire de défendre ses idées avec
rectitude et honnêteté. Quel plaisir de le lire !

Mon cher Carl,
Je suis désolé de constater que le Dr Qualo persiste à tresser des lauriers pour son grand homme, François Duvalier. Les plus ardents thuriféraires de ce dernier ne lui ont jamais accordé les mérites que lui trouve le Dr Qualo. Il est de commune renommée que Duvalier n'a jamais accordé le moindre intérêt à la santé rurale. L'essentiel de son budget était consacré à la défense de son régime. La santé et l'éducation étaient totalement ignorées sous son gouvernement. Sur cette question, si le Dr Qualo pouvait nous citer des statistiques officielles concernant le nombre de dispensaires ouverts par Duvalier dans les campagnes d'Haïti, nous lui en saurions infiment gré.
Je constate aussi que le Dr Qualo fait appel à l'épouvantail de la couleur pour nous parler des inscriptions à l'École de médecine ou à l'Académie militaire. À l'École de médecine il suffisait, à l'époque, d'une lettre de recommandation de son directeur de lycée pour y être reçu. La direction de l'École de médecine faisait d'ailleurs tout pour encourager les jeunes (sans tenir compte de leur couleur) à venir s'y inscrire. Les études de médecine sont longues, coûteuses pour les familles et ne débouchent pas forcément sur la réussite professionnelle.
Après la grève des étudiants de 1961, Duvalier fera entrer les «macoutes» et les «fils de macoutes» dans toutes les facultés de l'Université, et cela, sans tenir compte de leur compétence académique. Ces derniers, une fois diplômés, partiront sans regrets pour l'étranger. On se souviendra qu'à un certain moment, il y avait plus de médecins haïtiens au Canada et aux États-Unis qu'en Haïti. La question de savoir si ces médecins étaient des Noirs ou des Mulâtres ne change rien à l'affaire.
La promotion de 1931 à l'Académie militaire comptait dans ses rangs les élèves-officiers suivants : Pierre Paret, Élie Lambert, Bonicias Pérard, Léon Cantave, Alexius Jean-Paul, Antonio Th. Kébreau, Paul Eugène Magloire, Marcaisse Prosper, Maurepas Alcindor, etc. Au même moment François Duvalier poursuivait ses études à l'École de médecine. Ils étaient jeunes, ils étaient noirs, ils aimaient leur pays et n'avaient pas l'esprit pervertis par la propagande haineuse du noirisme officiel.
Pour finir, mon cher Carl, souhaitons que nous vivrons assez logtemps pour voir notre pays revenir à la paix sociale et libéré des séquelles funestes du duvaliérisme sous toutes ses formes.

Dans les tourmentes de l’exil, un homme plongé dans sa mémoire, raconte ses désillusions à celle qu’il aime. Quelque part dans un quartier de Port-au-Prince, une femme exprime ses doutes, ses envies et ses rêves. Une correspondance marquée par la douleur, le désir, l’angoisse et l’amour.
Une douzaine de lettres qui retracent le parcours de deux passionnés. Lettres d’automne (français) – Tanlapli (créole) est un projet porté par des talents exceptionnels.
Jeanie Bogart (diseuse). Elle-même poète. Elle nous a apporté cette fragilité et cette blessure dans la voix, si précieuses au propos. Oswald Durand Jr. (guitare et flûte). Jean-Claude Julien (clavier et percussions).
Et c’est sans oublier la participation de la reine de la chanson haïtienne, Émeline Michel. Du soleil à la lune, l’imaginaire de la diaspora peut désormais se lire dans une autre dimension: celle des lettres.
Une correspondance entre le pays d’en dedans et de celui du dehors (pas d’en dehors). Une spirale ouverte sur un non-lieu des hasards de l’amour. Un billet aller-retour Montréal - Port-au-Prince en cinquante deux minutes.
Au seuil de mon enfance, mes souvenirs se sont tissés au creux des mains de la lune et du soleil. C’est un rêve, un dialogue ouvert sur l’amour par delà les notions d’espace et du temps.
N’ayant pas le monopole de l’exil, ces lettres présentent un hommage bien mérité à ces miliers d’exilés haïtiens mais aussi à ces dizaines de milliers de réfugiés vivant au Québec.
Lettres d’automne se veut aussi une expérience toute québécoise. L’enjeu évoqué il y a une vingtaine d’années par le poète Robert Oriol-Berrouet demeure : «la capacité du champ littéraire québécois d’accueillir les voix d’ici venues d’ailleurs, et, surtout, d’assumer à visière levée qu’il est travaillé, transversalement, par des voix métisses» Bercez ces lettres, espérant que vous y trouverez vos amours, vos silences, et vos espérances.
